Tool Range and Placement Sizes

For some reason, now when I press num+/- while using tools like the hoe, it changes the range of use. So to use the hoe on, for example, slime in Azeos' Wilderness and then switch to a bridge, the placement is already at max. If I make the placement smaller and switch back to the hoe, the range of the tool is smaller and more difficult to use. Is there a way these could be separated somehow?
