Errno 49 Can't assign requested address

Hi Guys,

Currently getting "[Errno 49] Can't assign requested address - Check http://localhost:0 is a valid address".

Could I get some assistance with this error? Currently working in a school behind a Netspace proxy, not sure if that affects it.
