Corresponds to BillingMode=PAY_PER_REQUEST of Dynamo.
Currently, Dynamo only supports PROVISIONED mode for capacity setting, but dynamic mode is often good.
For this reason, PAY_PER_REQUEST can be set.
If there is a plan corresponding to BinaryAlert, maintain the parameter compatibility.
