Add support for STOP jobs

Each ghmoon queue should be able to receive "STOP", or "PAUSE", jobs that allow the current job to complete and then stops job execution, or freezes the queue, until the job is manually removed or the queue "unfrozen".  For servicing or manual user testing on a rig.
