doc: remove extraneous comment whitespace

PMD found extraneous comment whitespace; it has been removed. Also,
an additional reference in the ruleset was added. This was caused by
an Eclipse PMD plugin version bump. The rule is commented
out as it's not compatible with the version packaged with Maven.
