Also remove #ifndef __INTEL_PREVIEW_BREAKING_CHANGES guards around the following kernel launch queries:
max_work_group_size and max_work_item_sizes
which were incorrectly removed under preview breaking macro. Details here: #20801

Also restore some of the kernel launch queries which were incorrectly
removed under preview breaking macro.
