[Feature Request] - Add a CLI binary tool to pack and unpack PSARC files #33
Description
The old RSToolkit had an executable file "packer.exe" that can be used to pack and unpack PSARC files with a simple command line (without GUI).
It would be nice to have the same feature with DLC Builder.
