Check that references have cite tags and vice versa #27
Description
Each reference must be cited in the body of the text, and each citation must have a reference. Highlight any instances of hardcoded cite tags (in the text of the XML as [RFCNNNN] instead of <xref target="RFCNNNN"/>), note if there are any references that don't have a corresponding xref, and any xrefs that don't have a reference.
xml2rfc is good a catching these issues.
Functionality currently provided (very noisily) by the matchref script.
