`CLIENT_DISCONNECT_WITH_REASON` 0x20 Rt Msg is unhandled in MUIS.

Upon testing with a PS3 client to Clank's MUIS Handler, even if the CLIENT_HELLO is malformed, the client may occasionally give a CLIENT_DISCONNECT_WITH_REASON 0x20 Rt Packet Id in Clank's MUIS Handler.
Might be useful for further debugging on other issues if the client reports anything.
