Get nominal cadence

Script that builds index for all servers should also get nominal cadence for datasets that don't have a cadence in metadata.

I've been thinking about a database of sampleStartDate and sampleStartDate for all the servers as well. Or data availability. Once cadence is identified, the script to identify intervals of data points without cadence breaks.
