Work around the failing CI/PR builds

The 'Visual Studio' job in Git's Azure Pipeline wants to download the current PortableGit, and to do so, it looks at the `latest-version.txt`. Let's change that file to have the dotted version instead of the one with the parenthesis. Signed-off-by: Johannes Schindelin <johannes.schindelin@gmx.de>
