Needed anyone help to understand the Actions in the Elm code.

I'm unable to understand the Actions in the ELM code, mostly what I found is Ports are getting used in Actions...
Can anyone help ...

What I've done there in that line is say "When clicking this button, do the same actions as if you received a Keyboard "mod+enter" message from the toElm port."

I could have also made a separate action called CheckmarkClicked instead, but this way also works.
