docs(ruby-common): reworded confusing required ruby version (#15713)

## DESCRIBE YOUR PR
I changed the wording about the required ruby version because it said
Ruby 2.4+ **and** JRuby, which is quite confusing because it implies you
need both versions. I agree that it may automatically be understood as
"or" for most of reading users but as a, non-native English reader, I
had to double check if I was missing something.
