"2.3.2.4 Accessibility conformance testing against the latest version of EN 301 549 standard must be conducted for all existing internal-facing web content used by the department."
Testing needs to be clearly broken down into both manual and automated. It is hotly contested, but this standard should clarify that automated tools are a benchmark, manual testing is needed and needs to be embedded in the development process. We also need to explicitly bring in people with disabilities as part of the testing process.
Using open source automated testing systems like axe are key. Not that other systems can't also be used, but having enterprise-wide scanning (like you can do with axe-core) is critical.
