2.3.6.1 Features that improve accessibility on all new hardware must be made available to users by default unless an exception has been granted.

Define parameters on what is granted an exception, how many exceptions will be allowed and their rate or frequency. Is an exception because it's a health a safety risk or simply because a vendor doesn't currently supply an accessible option?

Exceptions are a touche area and can lead people to seek expectations on the grounds of everything from public health, national security among other areas. We see this with the exceptions that exist and have not been fully re-evaluated against in places like buyandsell where disabled vendors still face barriers for exception decisions that were made more then 10 years ago.
