The culprit is Bits.alloc((str.length * 6) / 8) in the decode function. You can't know ahead how many 5-bit characters you'd have.

One easy way to fix it is to replace

-return buffer.buffer
+return buffer.buffer.subarray(0, buffer.offset >> 3);

While at it, might be worth mentioning the encoding doesn't seem to be compatible with other implementations even when using the same alphabet? I suspect it has to do with your library iterating bits from most significant, e.g. your library encodes [1] as '10' while other libraries encode [1] as '1'.
