[1.4] error generating initial worksettings #197
Description
apparently there are some changes in 1.4's pawn generation. I suspect vanilla settings may be generated later, which means I can no longer use them as a starting point.
might be a good time to finally fix default priorities if I have to roll my own initializer anyway.
