Can't link or insert a PDF file

PDF:

• EMBED does not work (local or external).
• IFRAME does not work (local or external).
• LINK to file does not work (local or external).
• LINK to local file does not work.
• IFRAME with JavaScript viewer works (example).
• Google Drive share link in IFRAME works, but you have to click on a link to see the content.
• Google Drive direct share link work.
