[BUG] ev_metrics_submission_* not displaying

sometimes ev_metrics_submission_* are not displayed, even if it seems celestia rpc endpoints are configured properly.
it should be easier to debug when ev_metrics_submission_* are not displayed on the metrics endpoint

@auricom is the request here maybe just more logging rather than changes the metrics themselves? The problem is that it is not clear why certain submission metrics are not being recorded is it?
