Transfer of Maintainership

Despite being used by many people, this library hasn’t been maintained at all for several years. I’m willing to take over its maintenance, so please transfer the maintainership to me.

@lucaoskaique There is already a well-maintained fork called dotenvy, so I don't think I need to create another fork. Despite dotenvy's existence, there are still many users of dotenv, so I plan to take over maintainership of dotenv.
