Add Ukrainian translation (#1547)

* feat(i18n): add Ukrainian translation and update changelog

* Cleaned up translation files

Got the dates and names from the commit history, pull request authors
and entries in `AUTHORS.rst`.

* Fixed some formatting issues in AUTHORS.rst
