make common functions

Make some common annotation functions that any "Draw measurement - XYZ" function can use.

Thus if we change the draw text/draw line functions (say to include Overlay), every Draw Measurement function gets the benefit.

(currently we only have one "Draw Measurement - Line" function - but want to add more)
