Automate creating set of standard labels and keeping repo organization consistent

During the sprint we used hub and ghi in order to work from the command line to create a set of issues and changes across the service and package repos.

We should adopt, and document, ways to automate:

1. updates to issue templates, readmes (avoid sed where possible ;))
2. adding/updating labels to repos
3. "set up" for new repos
