Fix 2.0.0-RC2 Bugs

This is a tracking issue for bugs or other issues found in the 2.0.0-RC2 release:

• Copy/Paste error in BPE PropertiesConfig
• FHIR server: Binary migration script not working if binary_data is null
• FHIR server: Start page links do not include _sort parameter
• BPE server: Existing process models don't have a valid Tenant-Id set, resulting in no DSF StartListener being attached to Start-Events and thus processes failing because the Start-Task can not be found in process variables.
• FHIR server: DateTime search parameter cast to timestamp not timestamptz
• dsf-bpe-process-api-v1 needs camunda not operaton dependency
• Extension url constants missing in v2 ReadAccessHelper and v2 ProcessAuthorizationHelper

The FHIR profile for "Task" (... StructureDefinition/dsf-task-2.0.0.xml) only includes a reference to Organization, but not to Practitioner on the requester attribute. If we change that from

@schwzr This is by design.

Organization and Practitioner resources are referenced via logical references. Organization resources matching the organization profile need to exists locally but Practitioner resources should not exists.

This is also why the organization-identifier NamingSystem includes a extension-check-logical-reference and the practitioner-identifier does not.
