Integrate gtars wasm bindings

Is there any opportunity to integrate the wasm bindings into the application? I think we've thoroughly demonstrated that the distribution and integration of them into a modern react application is quite trivial and so it could be cool to bring it into the bedbase infra.

Ideas:

1. Tokenize bedfiles locally in the browser before embedding on the server
2. Compute some basic stats about your bedfile in the browser locally

A good way is to leverage this for #196

We can take someones BEDfile, tokenize it using the overlapprs wasm bindings and then we can use simple embedding lookup + vector averaging to compute its embedding all client-side (no server needed)
