waveform datasets with error bars

Chris has made a reducer which creates a Das2Stream using both the waveform feature (rank 2 with base and time offsets for each record) and the error bars feature (data.min and data.max).  I've never had waveform data with error bars before, and this will need new code.

Also I need to verify that the das2stream reader handles this case was well.
