Add loading indicators to the complaint submission form and admin dashboard to improve user experience during data fetches or submissions. Use React state and Tailwind CSS for styling.
Relevant files: client/src/components/ComplaintForm.tsx, client/src/pages/AdminDashboard.tsx etc
