fix: ability to enable/disable IndyVDR module

## What:
- Ability to make IndyVDR configurable
- Also, make the `connectOnStartup` variable configurable when passing the indyVDR configs.

## Why
- Recently faced an issue with some network configuration when accessing (indy urls) which were not actually used by the agent
