Detailed BEA 2017 schema has industries and commodities:
GSLGE, State and local government (educational services)
GSLGH, State and local government (hospitals and health services)

In the vein of the reallocation of passenger transit and electric utilities to their respective NAICS-based sectors, these gov education and healthcare sectors could be reallocated to their respective NAICS-based industries and commodities.

The need for the reallocation is:

  1. For consistency in removing multiple entries for what are the same commodities from the IOT, one provided by the private and one my the public sector.
  2. NAICS-based data or other activity-based data are not able to be attributed to the current government sectors unless the IOT are used for attribution. As a result the current NAICS-based sectors get a heavier burden, and the gov sectors might have no burden.

A difference here from the approach taken with passenger transit and electric is that these were only industries in the IOT and already produced the NAICS-based commodity. So in this case all the industry and commodity make and uses have to be reallocated.

A second challenge is that there is not one corresponding sector to reallocate to. Both healthcare and education are represented by multiple detailed level sectors, so make and uses have to be split across these NAICS-based sectors.
