How are missing values addressed when using EIA MECS as an attribution source?

Fuel use by sector as reported in EIA MECS is used in several areas as an attribution source for sectors within 31-33. Data for many sectors are suppressed and not reported. In the example below, natural gas consumption is reported for 3112 parent sector, and only 311221 as the child sector. So there is a significant amount of natural gas consumption for other child sectors within 3112 besides 311221
