In flowsa, we have typically relied on the SUT before redefinitions. Before redefinition to align with the version of the use table used in USEEIO. We transitioned to SUT a few years back because there was a delay in the publication of the make use framework for the 2017 benchmark at the time. |

Regarding before/after redefinition, my thinking is that we would likely want to align with whatever is chosen for #3. |

Many of the emissions sources rely on the detail use table for attribution, e.g., CEDA here and flowsa here.
This discussion is intended to discern which version of the use table should be used:
Resolved: Align with the decision of the IO model, aka After redefinition (make format) for benchmark year.
