Since we've reached a consensus in #7, i.e. we will aggregating multiple electricity sectors in to one, our decision for this question should be "no, we do not attribute electricity emissions to multiple sectors." |

In USEEIO, because we maintain the multiple electricity sectors (see #7), we have to attribute the emissions from the electric power sector across all 3. We do this using the Make table.
Because CEDA consolidates the electricity sector, those emissions are attributed directly to 221100.
Resolving the discussion in #7 should directly resolve this as well.
Resolved: Not necessary, electricity industries will be aggregated per #7
