Description

• update dev group sepc from poetry style to PEP 735 style
  • This requires poetry-core >= 2.2.0 https://python-poetry.org/blog/announcing-poetry-2.2.0
• relax upper bound of dev dependencies (not prod dependencies)
  • Unless something is breaking. Wee could use the latest version of our dev dependencies for enhanced stability and features
