Not all workers in a cluster receive a task

With Coiled, we usually use Futures: client.submit and, say, start a cluster of 40 workers. When the work is done, we
shutdown the cluster.

Approximately 4-5 of them do not receive any task, but we don't know how to detect what is causing this issue.
