FilterFlateDecode: invalid stream data error

When I try to Merge data with this pdf file https://dev-sdge-esp.pantheonsite.io/modules/custom/sdge_generic/SDSEP_reservation_request_form.pdf I get "FilterFlateDecode: invalid stream data"

I have fixed the file with pdftk file output file2 but still getting this error.
