🤖 ci: update workflows and tests for gpt-5.1 (#596)

## Summary
- switch both TB workflows to `openai:gpt-5.1-codex`
- add the `codex-mini` alias and make `sendMessageWithModel` accept a
single model id
- point ipcMain OpenAI scenarios at `gpt-5.1-codex-mini` via
`modelString(...)`

## Testing
- not run (ipcMain integration suites depend on live API keys and
lengthy external calls)
