Add option or role to create file and database dumps in a secure way on an S3 bucket

The easiest way to make a SQL dump and files of a website available to a developer is to push them to an S3 bucket. Obviously the bucket, and the file, need to be created in such a way as accidental leaking of the data is not possible, however if users could go and grab their data from a provided link in the build output that would be very simple for them.
