GCI 2015 & 2016 were run using the new https://codein.withgoogle.com/ system

Also need to create a new issue with a list of all GCI 2015-2016 orgs that do not use GitHub.

To do this properly, start building a small node package in a public repo that is like https://github.com/spacewander/GSoC for GCI , and use that library to generate the new entries for app/routes/application.js.
