cloudscribe VSIX template and nugets released for Bootstrap 5 views

This template is for Visual Studio 2019. We will issue a version for Visual Studio 2022 soon.

NB the move to Bootstrap 5 introduced some breaking changes -
see here for documentation: https://getbootstrap.com/docs/5.0/migration/
We think we have resolved all these changes in cloudscribe views, but if you encounter any problems please do raise an issue
