Restore scheduled reducer inputs to the commitlog

Prior to #3816 , we included scheduled reducer inputs in the commitlog by mutating the TX's ExecutionContext after opening. The linked PR seems to have removed this code, meaning that scheduled reducer inputs no longer appear in the commitlog.
