Improve default network offering setting for egress policy

The default isolated network offering has egress policy denied/disabled, however new network offerings have that enabled/allowed. Once a new network offering is created and the new network offering is used to create a network, it is not visible to the user what the default egress policy is for the user on an isolated network. This can create confusion for admins and users.

The following UI improvements are suggested:

• Ensure that the default value of the Egress Policy switch is set to Deny for the Isolated Network Service Offering
• Make it visible to the User what the egress policy is on an Isolated Network and if when specifying the ports they are opening or closing the ports.
