3 of 4 Windows GPU runners do not support GPU passthrough

• Error when running a workflow.

Describe the issue
The only Windows runner image that actually supports GPU passthrough is the Microsoft Data Science Windows Server 2019 image. The other 3 do not, and only have Microsoft Hyper-V Video.

To Reproduce

• Create a Windows runner with any of { Base Image for Windows 11 Desktop, Base Image for Windows Server 2022, Base Image for Windows Server 2025 } partner images and choose the GPU size option.
• Run a workflow on that runner

Expected behavior

• Workflow is able to find and use NVIDIA Tesla T4 GPU
