Provide Windows 11 25H2 ARM64 image

Describe the issue

The windows-11-arm image is based on 24H2. This release has been superseded by 25H2, which became generally available on Sep 30. 2025 (see Windows 11 release information).

View https://github.com/actions/partner-runner-images/blob/main/images/arm-windows-11-image.md and note the following, showing 24H2:

Windows 11 Enterprise
OS Version: 10.0.26100 Build 4656
Image Version: 20250728.24.1
SKU: win11-24h2-ent

Expected behavior

Either update windows-11-arm to use Windows 11 25H2, or provide different images covering both Windows 11 24H2 and Windows 11 25H2

This doesn't really require a change since 25H2 is virtually the same as the other albeit with additional features switched on by default for all users, as for LTSC; you can actually install this but it will report itself as the former.

We recommend that commercial organizations begin targeted deployments to validate that their apps, devices, and infrastructure work as expected with this new release.

This requires a new image being provided here, in order to run app testing workflows against Windows 11 25H2 on ARM64.

The image can be bumped to 25H2 with no issues tho i honestly doubt it's going to make a difference in practice other than change the metadata.

This is really hurting a lot of people who would be more than happy to throw money at Github to solve the problem of not having this, and it doesn't make sense to me that Github isn't doing the needed to accept that money.
