After adding new tasks, sometimes all tasks permanently get a ghosted-out 'annotate' button #137
Description
Expected Behavior
A task should always be able to be annotated by the assigned user by clicking the 'annotate' button.
Current Behavior
After adding some new tasks (choosing WIC-based subsets of another task, ML processed), suddenly all the annotators (and admin) see ghosted-out 'annotate' buttons and cannot proceed.
This is inconsistent and we don't know how to reproduce, but has happened 3 times now.
