Workflow for mapping schools to specific satellite offices for support

Determine strategy for supporting school specific information, such as a mapping of specific schools to specific public health offices to receive service within a PHU.

Current approach would be multiple configurations/templates per PHU.

Rather than multiple configurations/templates we just have logic w/n base typst script on whether or not to read a mapping file, and if yes, read mapping file and fill in variables dynamically.
