Ropes stop after a certain y-level

Modpack: ATM6 1.16.3 version 1.1.1
Mod version: 1.1.0

Issue description:
I place the starter rope at about y = 48-50, and the rope quits placing once the lowest block gets to about y=45. If I am already below the y=45 mark, only the starter rope will place.
