Options to enable Volleyball nameplate or change/disable spin rate

May also be nice to specify this kind of feature more generically as some regex pattern like deep_skin_for regex skinname

Edit: okay sorry I trolled and forgot there's at least an option to outright disable it, but still should be a way to preserve nameplate (default off) and control spin rate (0 to whatever default is set now, it's very high and probably shouldnt be able to go higher)

It's pretty universal that the spin rate is too high, so it's now 75% as fast
It shouldn't activate unless in a map that starts with "volleyball"
I don't see any point adding any other customization, your dummy is meant to be a volleyball when actually in game

if you allow people to change the spin rate, they could also disable it, and nameplates being off for some makes it harder to aim
