feat: More alpha options

May as well add alpha drawing capabilities for more things, roughly in order from most to least wanted:

• Last text (feature-accepted ?)
• Ping circle
• Vote display after voting

There's a global alpha and a dithering option, antialiasing shouldn't effect this

If the problem is it's taking too much space maybe use the mini vote HUD, I don't think making it more transparent is very good

Everything else has customizable alpha, just pointing out that some things got it and others didn't, seems inconsistent. Also yeah I'm pretty sure not having a super bright green ping circle near literally everyone in your home country is a wanted feature xd

also not sure if you understood what I meant by tee trail alpha, it should be able to fade over time so the stale part of the trail is less visible

Changes the alpha globally as OP clearly states, idk how to help y'all understand what I mean :(
