Move spectator dialog to Pixel Grid/GUI GRID system

When running with the current setup UI elements may become stretched or compressed with different display ratios and UI sizes. Using either the Pixel Grid or GUI GRID system resolves this, more info here: https://community.bistudio.com/wiki/Arma_3_GUI_Coordinates
