Editor Can Not Edit Pictures Since v4.36.0

Describe the bug
Picture editors can not edit pictures.

To Reproduce
Steps to reproduce the behavior:

0. Be logged into CMS as editor (not superuser).
   ^{Your CMS editor must be at least a "Text Editor (Advanced)" and "Media Editor (Advanced)".}
1. Create/Open a test page.
2. Edit page i.e. activate Structure mode.
3. On the page, create or edit a Link. Save.
4. If no permission error (403), test passed.

Expected behavior
Pictures can be edited as normal.
